It looks like central government is starting to catch up with what local
authorities have been doing for a while.
Members of the public can now comment on forthcoming legislation: but
not in as much detail as was possible on the Irish Broadcasting Bill
(www.e-consulation.ie).

The Government’s plans to publish their draft legislative programme
(DLP) in advance of the Queen’s Speech, in which it is traditionally
announced, were announced alongside the other ‘Governance of Britain’
proposals and advance publication happened for the first time in July
last year. Today the second Draft Legislative Programme (DLP) was
introduced for scrutiny in Parliament by the Prime Minister.
This opens up what has traditionally been a closed process and improves
the public's opportunity to contribute. It also demonstrates the
Government’s commitment to being more accountable to Parliament and to
the public, and builds on the constitutional reforms introduced since
1997, which have brought about a genuine decentralisation of power and
an extension of rights and liberties.

Governance website. We hope to keep you regularly informed of
developments in the Governance programme via e-mail and other media as
