I wouldn't have thought so - I seem to recall Jim having a movable type blog
previously so I suspect that is just the press release. Although someone could
tell the comms guys in London that they could have linked to the blog or even
oput its url in the editor's notes!!

I contacted the Scotland Office and received this from a spokesperson:
"That's the full text of his initial offering.
It will be going on the Scotland office website in a more conventional
blog format during the course of today and subsequently once we've got
one or two technical things ironed out."
So it's not launched then.
