I prefer the model promoted by researcher Peter Muhlberger: multi-level small
group deliberation that advances the best ideas to the next level. So, 200,000
small groups of five engage the issues and vote a representative and a few
ideas to the next level. 40,000 groups of 5 engage the promoted issues and
ideas and vote a representative and a few ideas (now refined) to the next
level. Keep going...
Peter, are you on this list? No doubt I have somewhat muddied your
exceptionally clear thinking on this.
