Hi,
on sunday, the House of Commons Procedure Committee published the report
stemming from their enquiry into e-petitions. (I posted this on Monday, but the
post got lost in cyberspace)

- Enable e-petitions to be submitted via www.parliament.uk;
- Retain the direct involvement of constituency MPs in the petitions
procedure;
- Lead to three Westminster Hall debates based on petitions every year.
- no discussion forums.
- will be put out to tender.
They thinking that the number 10 system will not need to exist in parallel and
that the system won't be in place till 2010.
The report's got lots of interesting stuff in it and is quite clearly written.
(Skip to the conclusions if necessary)
(obviously some of this could change as it goes through parliament)

Hi Ella and other do-ukies interested in e-petitions,
this report is very valuable, especially the documentation of arguments for
or against e-petions and its different implementation options.
Some of you may know that the German Parliament (Bundestag) has tested
public petitions (i.e. e-petitions) for a period of two years. The pilot
phase has been evaluated by the Office of Science and Technology:

Bundestag has released a tender for a new e-petition system to be implented
on www.bundestag.de:

One of the most interesting news is that it will contain a discussion forum
for each public petition.

Hi folks,
With regard to e-petitions.
In the interests of enhancing democracy, I posted the following at the
Downing St. site -
'We the undersigned petition the Prime Minister to Create legislation to
oblige elected representatives, at all levels of government, to advocate the
majority opinion of their constituents, where their constituents can
demonstrate a majority of 75%.
Details
Mp's, local councillors etc, are elected to make decisions on behalf of their
constituents. Occasionally however, issues arise, of such import, that the
electorate considers it essential that their views be acted upon. In order to
enhance the democratic process, where an overwhelming majority can be
determined, in the order of 75%, the representative should be obliged to be an
advocate of and for that majority opinion and vote accordingly.'
