Leaving aside the fact that there are no "citizens" in the UK (which has massive implications for our systems of governance at all levels), if anyone really wanted to design a "citizen"-centred system of governance, they would start with subsidiarity senu stricto. But that word does not occur at all in this treatise, nor in current UK government thinking.
