But is is also essential that those who are on the wrong side of the digital
divide get equality of treatment - they are not disadvantaged by the service
providers. This may increase costs because it requires dual systems.

I'm reluctant to post updates on the digital divide, as it's a massive topic
that can swamp discussions about e-democracy, however I thought this was

of digital inclusion as she discusses a recent report from the UK Online
Centres which found that £2.6 billion can be saved by the British Economy if we
could bridge the digital divide.
