Dear all,
In the context of the European eParticipation study
(www.european-eparticipation.eu) we are now involved in gathering
eParticipation cases from around Europe. By cases, I mean real operational
cases that invite citizens and other stakeholders to participate in local,
regional, national, trans-national or European level eParticipation
initiatives.
Our intention is firstly to build a database of eParticipation cases and
then to report and analyse these cases by utilizing the eParticipation good
practice assessment framework developed for this purpose. The aim of this
exercise is to propose a means for identifying eParticipation good practice
and to build and diffuse a database of eParticipation cases. Hence, all
gathered cases will be candidates for diffusion after being fully documented
and elaborated with the help of the case owners.
If you are aware of an eParticipation case or even better if you participate
in such a case, please contact me. I am especially interested in gathering
the url and contact details for each case.

Hi, We have done research here in Ireland on a number of
e-consultations and have collected this. However, our most recent
and noteworthy is with the Irish House of Parliament, the Oireachtas,
and I can forward you the report or give you its web address on the

Dear Honor,
I work with Eleni on the European eParticipation study (alongside Ann Macintosh
at Leeds). We're very much aware of your work on e-consultation, and indeed our
analytical framework borrows an analytical concept that you used in advocating
a sort of twin-track approach, distinguishing between project evaluation and
evaluation with respect to the wider democratic system. I recently posted it
here in another thread.
So we'd be very interested to read your report on the Oireachtas. Could you
please send it to me (or Eleni) or post the link?

Dear Eleni, The case of an on-line Citizen's Forum to involve Slovene citizens, civil society and representatives in the European Parliament (MEP's), into deliberative on-line dialogue concerning the future of the Europe, could match your research. The case is described in details at the ePractice portal http://www.epractice.eu/cases/CitizensForum07 and the article dealing with political science evaluation presented at the eChallenges conference in 2007 is attached. The on-line Citizen's Forum received the Editors Choice 2007 label by the ePractice portal and is recognized as the first successful eDemocracy experiment in Slovenia. Hi Eleni, If your study is not restricted to European cases, then I suggest considering Votorola. The first trials will probably be in Toronto, this summer, but there is an open invitation for anyone who wishes to conduct trials in other regions too, including Europe. (The code is localizeable to any language.) Votorola would likely be an edge case in your study - if you need breadth - because its design is radical. Here's the abstract of my research outline: I am currently developing a medium of assent in the form of an electoral system for project Votorola. The backbone of the medium is a delegate-cascade voting mechanism that is open to recasting. Its voter lists are authenticated by a community trust network. Its basic purpose is to enable the expression of mutual agreement (and disagreement) in formal messages of assent (votes). The initial application is the open and impromptu election of official candidates, and of normative texts, such as laws and policy documents. The objects of assent might be other kinds of text, as well, or other cultural artifacts; suggesting that the medium might be applied, more broadly, as a general support for mutual understanding and consensus.
