Dr. Ralf Lindner,
Thanks for your post. We have developed 'e-Administration' a
Citizen-Government-Citizen, web based, e-Communication Platform for
communication and work flow for transparency and accountability using open
source tools.
It can help to integrate the entire vertical and horizontal hierarchy of
Government and citizens throughout the entire geographic divisions of the
country. Every citizen can have a unique identity through a secure encrypted
password login and authentication password or Smart card or even a Biometric
identification for filing e-Petitions to ensure genuineness of application.
The citizen can file e-Petitions by self customizable subject category and
address it to any department. The response of the officials can be seen
transparently online by the applicant and can be thrown open to all. The MIS
report would indicate the total petitions received by each agency under
various subject headings.
Am e-Platform has been created for the Govt. of Puducherry in India,
connecting 20 departments including municipalities for filing e-Applications
and processing electronically. This was evaluated as one of the IT
Implementations of the year by PC Quest Award. More details of our

Our 'e-Administration' Grass Root Initiative of Biometric Tracking of
Beneficiaries under the National Rural Employment Guarantee Scheme for
Poverty Alleviation was evaluated by an independent jury constituted by
Digital Empowerment Foundation, Delhi and awarded the prestigious Manthan
Award 2006 for creating India's Best e-Content in the category, 'e-Inclusion
and Livelihood Creation' among entries from 25 states in India (
www.manthanaward.org).
Digital Empowerment Foundation has nominated the 'e-Administration
Initiative for the World Summit Award 2007. The Nomination is under
evaluation.

Hi,
The Slovenian NGO's e-petition system was recently established as a part of
the E-participation web portal www.e-participacija.si/peticije.
The system is intended for Slovenian NGO's and civil society organisations,
which can electronically initiate petitions on public issues, invite other
NGO's and citizens to signal their support, and submit their petitions to
decision-making institutions. The system also provides links to other
e-petition initiatives, both in Slovenia and the EU. Currently, a petition
for NGO's equal role in public funding is posted on the web portal.
E-petition system is a part of the Slovenian Civil Society e-Participation web
service project, partially co-financed by Trust for Civil Society in Central
and Eastern Europe.
