As reported here - http://www.dowire.org/notes/?p=360 - I am encouraging others
to join the 200 folks on this online community of practice to introduce
themselves, their project, and any eParticipation project ideas for potential
EU funding in their new call.
For now, why don't we just start with simple reintroductions from those saying
"hey, we might be interested" and then worry about concrete ideas until later.
(Although, if you have an idea now, outline it if you like.)

european level. It collects internet based participation projects in the
United Kingdom and in Germany, just to get an idea what's happening

We'd be interested in being involved in an e-participation project. We have a
brand new Assembly here in Northern Ireland which I'd like to imagine would
help! We're a small non-governmental organisation.

eConsultations in the past 2 years on social policy issues. Here are 2 issues
we'd like to work on:
During one of our recent eConsultations we asked a government policymaker to
come online and answer questions - which he did and said it was very useful for
him. We asked him for feedback and one of the issues that came up for him /
his department was that they should have had a pre-meeting to organise
themselves to see who within their dept. "had the right of reply" Another
issue that came up was he had under-estimated the amount of time the responses
would take. We'd like to do some work around developing some guidelines or good
practice and awareness raising on eParticipation for policy makers.
The second thing we'd like to do is more encouragement and awareness raising at
grass roots level. Northern Ireland is 100% broadband enabled but that doesn't
mean people necessarily have access or the skills to participate in an
econsultation or other online activity. Our thinking is to develop a network
of eParticpation champions (maybe via local libraries which have free internet
access).
I realise that this may be too much information at this stage but this is where
we're at and are open to suggestions, ideas, partnerships etc!

Hi all,
this is our eDemocracy project about the participatory budget based in a
District of Rome: http://www.municipiopartecipato.it/
In the last days the process ended with the vote of the priorities
expressed
by citizens in offline assemblies and online through the website
(see the site problemi/problems; proposte/proposals).
Next weeks we will reuse a modificated version of the platform for the
participatory budget
of Regione Lazio (4,5 milions of inhabitants -
http://www.regione.lazio.it/) and, in october,
for urban participatory planning projcts in Rome.
The project was financed by italian governement and by various
municipalities.
Our non government organization (is also developing other indipendent
procjets:

- www.voisietequi.it
We are very interested in partnership and in sharing ideas .... (and in
learning english ;-))

I am an academic researcher located in Melbourne, Australia. I am employed by
the University of Sydney as a Research Assistant, where I am completing a
Master of Learning Science and Technology degree by research. I wish to
continue to work towards a doctorate.
At the age of 51, I have enjoyed a full career in software development and
project management. For the past 15 years I have been self-employed with
elearning resource development, instructional design and adult education in
both corporate and government situations.
I returned to university to uncover what research has found about collaborative
learning. Due to my interest in politics, adult learning and small-group
communications, I explored deliberative democracy and participatory methods. I
am now fully committed to research into how typical citizens can be engaged in
deliberative processes, including the mediation of technology.
In the past few months I have consulted to and conducted research about local
governments running citizens juries, eForums and reference panels.
I am looking for opportunities to contribute to an innovation project in this
area, to which I could apply my past experiences and new understandings to
further my overall research goal of bringing educational research findings to
deliberative practice.

There are two ideas we have started to develop, that might be worth
putting in as a proposal - if enough people are interested.
The current EU call has two strands. I've got an idea for each.
1. Legislature strand - taken from the perspective of members of
assemblies and parliaments.
Under that, I'd be interested in developing the sort of thing the Irish
Parliament did in its pilot e-consultation (http://econsultation.ie/),
into an ideal tool to help draft legislation.
The bit that worked best in the pilot is the ease with which major
stakeholders (people whose interests or livelihood would be most
affected by the broadcasting bill), could make their position clear,
against the details of the forthcoming bill (the "heads of agreement").
If this is developed enough, they won't need to employ so many
lobbyists. I'd see this as the sort of application where collaborative
writing tools could help: not ones that assume consensus, like wikiwiki
sites, but ones that allow people to develop alternative positions on
different parts of the bill, something like Aldo de Moor's GRASS. Given
enough interest, we could then get people to rank the alternatives, and
use a de Borda count to find the underlying consensus (as in the
preferendum, see http://www.deborda.org/).
2. Civil society strand - taken from the perspective of citizens.
Under that, I'd be interested in developing something based on our
earlier work on story collection and tests on using Google maps with
semi-literate ex-offenders (see http://wheel.e-consultation.org/ and the
report at http://www.e-consultation.org/). Too often top-down
initiatives only look for explicit knowledge (using questionnaires),
rather than trying to elicit some of the tacit knowledge people have
based on their life experiences. So big EU issues like cross-border
responses to climate change lack the personal experiences people have of
weather, floods, heat waves, changes in local flora and fauna and all
the feelings and emotions associated with that. Imagine a kind of social
networking site where people can contribute stories, pictures, sound,
linked to particular issues and particular geographic locations: made as
simple as possible to use.
In either case, we would need to deepen our understanding of the
processes and relationships involved, perhaps mapping out
e-participation patterns.

Austrian Academy of Sciences first conference on voting, rating and
annotation on the Internet. I had just put a demonstration of the de

Has anyone looked at citizens complaining effectively to government /
organizations of common good ?
There are several examples in the UK where either a local authority
has been 'abolished' or there have been massive losses to government
(financial and credibility) as a result of individuals enforcing
their Convention Rights through the Courts.. and this has certainly
focused the legislative and decision making processes (normally
changed them.. administration and executive).. and also led to
changes in systems.. The NHS is having to meet claims of billions..
whilst other common good organizations don't often seem to be faced
with the same challenges at the moment..
Consumer networks seem to have been established and/or are starting
to be established.. across most of the areas where Common Good
Services and Systems have been developed / deployed.. Almost none of
the IT&T systems that have been developed appear to be ECHR
compliant... and that must be a cause for concern ? This is different
to Equality Compliant which most are now..

project involving the citizens - if you finally decide to follow this strand)-

I am not sure, if the following is relevant to your discussions. However, I
thought, I shall post it, in case it is relevant. If not, my apologies.
"I am an international ICT and e-Governance Consultant with 30 years
experience in India and Americas.
My organization, Life Line to Business (LL2B) has developed e-Administration
Tool, an e-Platform for e-Governance, a web based, platform neutral, paper
less communication and work flow solution developed using open source tools
(J2EE Application, JBoss Application Server, PostgreSQL Backend all running
on Linux or windows Platform).
The tool has the provision for self customization by any organization and
can help to create the entire geographic branches, the functional
departments, positions and officials.
It helps to integrate the working of the entire vertical and horizontal
hierarchy of any organization / government including local government
(municipality) and introduce transparency and accountability.
It can also help to create unique identity for every citizen, create a
complete citizen database from birth to death and help track the benefits
extended to citizens.
More details of the implementation of e-Administration including a recent
proof of concept for Biometric Tracking of Payments Received by Beneficiries
of National rural Employment Guarantee program can be seen at

The Biometric Tracking of benefits Initiative was recognized with the
Manthan Award 2006 for creating India's Best e-Content for 'e-Inclusion and
Livelihood' creation. Recently this initiative has been recommended for the
