Hi All,
I have been working with Steve for a couple of years on various
projects, this DoWire Online Groups site being the latest of those. This
site is running on the latest version of GroupServer, the open source
collaboration platform that my colleagues and I have developed.
I am currently launching a new service at http://onlinegroups.net where
you can start your own online groups site now.
I also look after online collaboration projects in the elearning,
knowledge management and edemocracy areas. In Aotearoa New Zealand, we
are fostering clusters of online groups in a bunch of areas that are
gradually linking up:
- community organisations
- public health
- local government
- environmental management/biodiversity, both scientific and community-based
- local participative edemocracy
Typical projects are virtual teams or communities of practice but my
expertise and interest is specifically in online groups, whatever the
context.
I am involved in a project to get a regional public issues forum going
in Canterbury (where I live).

My name is Niclas Ostlund and I am a PhD-student at the dept. of
Landscape Planning at the Swedish University of Agricultural University.
I have been interested, since my undergraduate studies, in what the
online technology can do for landscape architects, architects and
planners in the planning process. Right now I am working with a
webGIS-application that I have been testing on focus groups consisting
of both citizens and civil servants. The interviewees are asked to mark
qualities in the landscape (connected to health and well-being) at a
local level. One other important part of my study is to hear their
attitude towards democracy and participation on- and offline when it
comes to physical planning of the environment. I will pass on a link to
my project further on.
I hope to catch a lot of good ideas in this group from practioners
worldwide.

Hi,
I've been working for the past couple of years on an interactive public
engagement site called TalkEssex. Designed and developed in-house, we have
used a lot of the ideas developed by the national e democracy project. It
should be live at the end of August but with a phased launch over the next
year to the public as more content is up-loaded.

Hi everyone,
My name is Lizzy Tait, I am a PhD student at the Robert Gordon
University in Aberdeen (Scotland) researching the use of online
consultations in Scottish Local Authorities. I am currently conducting
interviews with representatives from the 32 Scottish Local Authorities
to find out whether or not they are currently using online consultations
and how successful/unsuccessful they have found the initiatives. I am
also trying to find out reasons for not using online consultations
(whether it is technical limitations, organisational barriers, cultural
issues etc) to determine whether there are some circumstances that using
electronic consultation is not appropriate.
I am also interested in finding out about best practice examples from
around the world and so am hoping to find out about interesting
initiatives from this group. If anyone would like to know more about my
research please get in touch.

Hansard Society is an independent, non-partisan educational charity working to
promote democracy and strengthen parliamentary engagement. We are based in the
UK.
All the Programmes here start with the belief that citizens should have more
opportunities to engage with politicians and political institutions between
elections. The novelty of the eDemocracy Programme is that we are exploring how
technology is being used to provide these more open, inclusive and meaningful
channels.
I am currently working on:
- 'Citizen Calling'... a pilot using mobile phones to help select committees
run public inquiries;
- 'Digital Dialogues'... a pilot to build central government's capacity to
conduct consultation online;
- 'Tell Parliament'... development of Parliament's capacity to use deliberative
online forums for public consultations;
- Joint research paper with NCVO on the influence of ICT on democracy and
activism from the perspective of the voluntary and charitable organisations;
- Joint research project with Dr Steve Ward on the influence of blogging on
democratic engagement.
I'd be very interested to hear from anyone working in similar areas (which I
suppose everyone is); I'd also be happy to answer any queries about our work. I
am keen to strike up partnerships with those exploring issues around of why
participation in eDemocracy exercises remains a niche pursuit, and why
commitment from policy-makers to mainstreaming technology-led participation is
still piece-meal.

My name is Francisco Paulo Jamil and I am a PhD student at Universidade
Federal da Bahia, Brazil (Department of Communication  www.poscom.ufba.br).
We have a research group which counts on masterÂs and doctoral students under
supervision of doctor Wilson Gomes. WeÂve discussed mainly on democratic
theory and new media, examining different levels of participation that
democratic institutions offer to citizens employing the Internet (I just wrote
a paper named ÂLevels of Citizens' participation in Congressional
Representatives' WebsitesÂ, which compares how American and Brazilian senators
employ their websites to provide opportunities to citizens participate).
Currently, I am spending one year in the USA doing part of my thesis under
supervision of doctor James Bohman, in St. Louis.

implementation of the GEMMA enterprise technology across the country, and led

consulting team. Previously, I held senior learning and consulting positions
at ClientSoft, Inc., Sungard/SCT, and the March of Dimes. I designed AMA's
course in virtual teams and have lead online communities of practice dealing
with volunteer development and fund raising.
I am currently a faculty member at NYU-SCPS where I teach courses in
appreciative inquiry, business process management and assessment. I have
taught Staff Development and Training and Leading and Sustaining Web-based
Learning online at Teachers College/Columbia University, and served on the
faculty of the 2002 Workplace Learning Institute.
At Teachers College/Columbia University, I am a doctoral candidate in Adult and

My name's Jon Convery. I've been managing the North East Connects Local
e-Democracy Project over the past 12 months. The project was funded by the
ODPM (Office of the Deputy Prime Minister)- now DCLG (Department for
Communities and Local Government) in the UK.
The objective was to provide a suite of tools to support the 25 councils in
the North East of England to work in partnership to achieve the ODPM
priority outcomes associated with - and the underlying aims of - democratic
renewal (i.e. greater public involvement in decision making and enhancing
the representative role of councillors).
North East Connects is the North East Partnership for Local Government,
Sunderland City Council were the lead council for the project and RSe
Consulting (a UK based company with specialist experience in e-Democracy)
provided the consultancy to the project.
The suite is housed in a website at http://www.neledem.co.uk and provides
individual councils with a mix of information to help understand what
e-Democracy is about, showcase examples of best practice, template business
case calculators and other practical tools for helping councils to promote
and get up and running with projects.
RSe broke the project into four building blocks
Debate and decisions
Citizen engagement
Councillor tasks
Changing perceptions
These have proved a very practical way to slice up the project and certainly
works for me. Have a look at the website and let me have some constructive
thoughts on whether the approach seems intuitively right or not.
We are currently supporting the assets of the project for councils in the
North East with a decision due in September on long term sustainability.
Judging by the number of interesting intros I have seen already there

Greetings. I am Peter Shane, a law professor at The Ohio State University
(where I direct the Center for Interdisciplinary Law and Policy Studies)
and an adjunct faculty member at Carnegie Mellon's H. John Heinz III School
of Public Policy and Management.
I am especially interested in the incorporation of online consultation into
formal processes of government decision making. From 2002-2006, I helped
lead an NSF-supported research team that focused on the comparative
dynamics of online and face-to-face deliberation and created user-friendly
open source software to permit real-time audio- and text-conferences. My
current interest -- along with colleagues at Ohio State (we call ourselves
the OSU Cyberdemocracy Research Group) -- is to work with government
partners to design and assess online initiatives that link directly with
the formulation of policy. We have projects currently under discussion
involving both a federal and regional agencies.
My more theoretical interest is in the potential impact of new ICTs on our
ideas of constitutionalism and democratic legitimacy. I should add that I
also advise a new interdisciplinary journal, I/S: A Journal of Law and
Policy for the Information Society (www.is-journal.org). We would welcome
submissions related to e-democracy, including work by practitioners.

Hello online consultation folk,
My name is John Miller and I am a consultant and trainer with ICA Associates
Inc. in Canada. We are known for a couple of things. Building the
profession (through IAF for the most part), and having a methodological
approach to participatory group processes. To be a good facilitator takes
more than an overabundance of ego and a sturdy seat-of-the-pants.
The body of knowledge we have developed is called the "Technology of
ParticipationÂ". It was created by and continues to be developed with our
colleagues around the world inside the Institute of Cultural Affairs (hence
the ICA in our name). Our roots are in community development projects all
over the earth over the past 40+ years.
Our little company here in Toronto has a historic preference to work with
NGOs but we have become involved more and more with governments at all
levels and pretty much any topic (because we focus on process not content).
Recently I have worked on a couple of contentious public policy development
processes and enjoyed it.
One of my colleagues, Jo Nelson, has written a practical book called The
Focused Conversation Method For Schools.
My recently departed friend Brian Stanfield has contributed several books
you might be interested in from the perspective of methodologies that might
be applied to online deliberations (but not ABOUT online tools).

- The Workshop Book.
Some of us have used online survey tools effectively and have helped clients
make sense of feedback too.
In the late 1990s we experimented with applying our understandings of group
processes to the online environment. The experiment was: how can we "impose"
the way people actually think onto the way technology works (instead of the
other way around). It kinda' worked. We produced ToPonline.ca and made it
work ...but I found it too hard to work WITH and, in the end, we are not a
software firm so it was not getting the polish it needed.
Lots of good tools have arisen since our early experiments but I find we do
not USE these tools enough among ourselves or with clients. Online tools
still require a BIG STICK to make people participate, and a lot of picky
work falls into the lap of the convener (I hesitate to call myself a
"facilitator" in that case).

Hi all,
I am Kerrie Oakes and I am currently employed in the Queensland
(Australia) Government's eDemocracy Policy team as a policy officer. I
have been working in government eDemocracy for approximately 5 years now
- initially with the youth website (www.generate.qld.gov.au) and
currently with the get involved site (www.getinvolved.qld.gov.au).
I am also currently undertaking a PhD through Griffith University where
my proposed research is focussing on the impact that online engagement
processes have on the policy-making role of the public sector. I am
proposing a case-study approach that compares experiences in Australia,
Canada and the UK. At the moment I am working towards finalising the
research proposal for presentation to the university later this year.

Several of the sessions were about e-participation, online rulemaking,
online community tools, and the impression I came away with was that the
research was showing that the tools worked well enough, but the human side
of things (participation rates, group dynamics, efficacy in target
demographics) was lagging. That's also been my experience when working with
community organizations to build online community tools. Would be
interested to hear more from this group about these 'meatware' issues...

Your site looks really interesting and useful, but some of the material
is password protected. Maybe this is a result of the way it's funded,
but I'm sure it would be of value at least to other UK councils outside
the North East, and probably to many others as well. Is there any chance

My own intro: until April I was a board member for the UK National
Project on local e-Democracy (which has now transformed into ICELE,

local e-democracy and online consultation.
We've been working with Pete on the Local eDemocracy National Project and also
specifically on e-panels.
Bristol started on the e-democracy path some years ago when an evaluation of
existing consultation activities around the council led to a decision to build
an online consultation database that would be public-facing and would allow
councillors, officers and local people to see what consultations were taking
place around the city.
This led to the introduction of consultation surveys and quickpolls initially,
followed by more deliberative online activities. Through the National Project
we established our own e-panel, Ask Bristol (www.askbristol.com), which now has
over 1500 members - a recent discussion on street art and a local anti-hero
Banksy helped boost our membership by over 300 people. We also established
e-petitions on the council's website (www.bristol-city.gov.uk/epetitions) which
has had over 10,000 signatures and 30 issues since it went live nearly two
years ago.
We continue to experiment with other e-participation activities, such as the
Hansard Society's Web chats (formerly known as online councillor surgeries) and
developed a campaign creator (www.campaigncreator.org) toolkit through central
government funding. There's more in the pipeline and we're still learning every
time we carry out a new exercise. Part of our priority in the future is
empowering more community-led activities and making our existing activities
more mainstream and financially sustainable.

Thanks for the update. The reason it is protected is that we had quite tight
criteria for including suppliers on the list and by password protecting it
meant that we could control who had access and explain the basis for
inclusion properly. Suppliers were included because either they:
1. Had been included on the framework agreement that the project had
established for Notrh east Councils
2. Had been successful National Project Local e-Democracy products
3. Were examples that had arisen in the North East that were put forward as
examples of best practice within the region
I agree that it would be better to have a more accessible list that only has
to be password protected if there is a good reason and will give some
thought to changing the way this is done and providing a mechanism that
enables the list to be more dynamic and recognising changes as they happen.
I will need to include ICE-LE in these discussions of course and we have
been engaging with them - but I will raise it directly with Fraser
Henderson.
I will keep you in the loop and let you know once we've got a way forward.

sure it would be of value at least to other UK councils outside the North
East, and probably to many others as well. Is there any chance that access

My own intro: until April I was a board member for the UK National Project
on local e-Democracy (which has now transformed into ICELE,
http://www.e-democracy.gov.uk). As part of this project Wolverhampton
established an e-panel
(http://www.wton-partnership.org.uk/inovem/inovem.ti/group/epanel/grouph
ome) which is continuing to develop. This is a resource for a local
partnership which includes other local public sector agencies and the
private and voluntary/community sectors as well as the council. I personally
also worked on guidance about websites for local councillors, see

_v1.0.doc. Nothing new to tell you about at the moment, but maybe soon.

EU this project has been testing what we've been doing in the UK for the

I'm a community activist in Vancouver, Washington (across the Columbia River
from Portland, Oregon). For the last two years I've been focusing on
creating face-to-face civic dialogue events whenever an opportunity presents
itself, mostly in the context of our public library's Make Democracy Work
project. I have no expertise in "e-democracy" and the last two days of
"Consult" emails have overwhelmed me with a sense of ignorance, curiosity
and possibility.
I was glad to see Eric Miller's intro...to discover there is someone in my
"neighborhood" doing this work and with whom I hope to connect.
Vancouver, Washington is a community of about 300,000 people. Until the
last five years, it has perceived itself as a suburb of Portland, Oregon.
Now there is an effort being made by "civic" (business and political)
leaders to create a separate identity. Urban growth issues are driving the
formal public debates, and the historical political and economic power
structures are controlling the agenda. The voice of "We the People" is
nowhere to be heard. The howling of entrenched interests groups is
deafening.
I'm really curious to understand how e-democracy practices can serve to give
voice to interests that haven't been able to effectively access the
traditional "public hearing" venues.
If someone in this network can help me understand where to get started in
learning about e-democracy, I would appreciate it.
I am also on the board of the Co-Intelligence Institute
(http://www.co-intelligence.org/). Perhaps some of you are familiar with
Tom Atlee's work.

I'm Stuart HARDWICKE CARRUTHERS. Have been working on these sorts of
issues for about 20 years..
Am currently working with an interesting community based group
http://www.ombudsmanwatch.org - this is looking to secure systems
based changes in the administration of local government.. and its
regulation. The members are probably amongst the most critical and
informed consumers of local government services in Europe. It seems
to have developed from realisation that when there is crime in
society.. there is no justice.. [an old idea of Plato's] and is using
networks to establish user groups that have previously been
geographically fragmented due to way in which geographic monopolys'
are awarded to local government... since it discovered pencils
attached to pieces of string. It appears to be enjoying some success
in securing changes to Local gov in the UK.. without the normal
consultation process organised by the client (i.e. gov - local and
national).
The group has become quite large (as there appear to be a large
number - growing) of highly disatisfied consumers of local government
services... (in particular) and appears to be a response to failures
in the market (is there room for local gov -geographic monopoly's] in
an web enabled society.. with highly variable cost and quality
standards..

I'm a PhD student at the Internet Interdisciplinary Institute of the Open
University of Catalonia.
I've come to believe that, even if most of the tools we could possibly
require to foster e-participation are already out there in the Internet, we
haven't still been able to integrate them to create intuitive and attractive
participation environments that are adapted to the characteristics of
real-world citizens, governments and third sector organizations.
Thus, my project (http://www.e-participa.org/en) aims to determine the
requisites of a Virtual Environment for municipal Citizen Participation
(VECP) that could be sustained and used in developing countries. The
research design is interdisciplinary and incorporates both socio-political
and technical components. The theoretical framework takes into account most
of the current e-Participation research trends and analyses many
participation and e-Participation experiences.
The empirical work comprises, in first place, a qualitative analysis of the
characteristics and requirements of the VECP's stake-holders (from citizen
associations through civil servants to e-Participation researchers), and in
second place, the evaluation of existing Internet concepts and tools for
participation (mass collaboration, locality, wikis, blogs, fora,...) with
the intent of integrating and leveraging the most promising of them in the
VECP.
The project will provide a detailed specification of the VECP, which will
hopefully be used to initiate a Free Software project. Thus, the VECP would
be available free of charge and remain open to the world's municipalities
for further improvement.
The project has so far progressed slowly, because I was working at the same
time as a Technical Lead at Hewlett-Packard, but I'm currently making the
necessary arrangements to fully concentrate all my energies on this.
I hope to hear much more from you all and expect this group will act as a
catalyst for all kind of interesting e-Participation initiatives. Best

At present I perform as independant consultant, oriented to the research and
project development related to e-governance and in general public policies on
e-government in my country and Latinamerica. IŽm focusing on the relation of
e-government/e-governance and development, specially oriented to the use and
impact of ICTs in the participatory processes in proposal elaboration and
decision making processes on public affairs. Last year IŽve been researching
about that (the results will be published soon), and IŽm working in the

My name is Dagmara Kodlubanski, I'm an e-government (now t-government) project
manager at the London Borough of Camden and have worked on an e-Democracy
project called PeDiL (Practical e-Democracy in London). As part of the project
we provided community groups in Camden with an online publishing tool called
CASweb (www.casweb.org) which now hosts over 100 active groups and continues to
grow. We have helped put our citizen's panel online providing them with an
online consultation tool (www.camdentalks.org), and we are currently looking at
getting our recently elected Councillors online using the Councillor's toolkit
we developed (www.mycouncillor.info).
I am also a student of Media and Communications Regulation and Policy at the
LSE and am generally interested in the capacity of the internet to be used as
a public sphere, not just in terms of participation, but issues surrounding
access through navigation and media literacy given the suggestion that we are
moving towards a splinternet.

Dr. Stuart W. Shulman is an Assistant Professor with a joint appointment in the
School of Information Sciences and the Graduate School of Public and
International Affairs at the University of Pittsburgh. He is a Senior Research
Associate in the University of Pittsburgh's Center for Social and Urban
Research (UCSUR) and in the Université de Genève-, European University
Institute-, and Oxford Internet Institute-based E-Democracy Centre. He is the
founder and Director of UCSUR's Qualitative Data Analysis Program (QDAP), which
is a fee-for-service coding lab currently working on projects funded by the
National Science Foundation (NSF), the National Institutes of Health (NIH), and
other U.S. funding agencies.
Dr. Shulman has been the Principal Investigator (PI) and Project Director on
related National Science Foundation-funded research projects focusing on
electronic rulemaking, human language technologies, digital citizenship, and
service-learning efforts in the United States. He was the organizer and chair
for federal agency-level electronic rulemaking workshops funded by the NSF and
held at the Council for Excellence in Government (2001), the National Defense
University (2002), the National Science Foundation (2003), and The George
Washington University (2004). In 2006, he will chair a NSF-funded workshop at
Pitt titled "Coding across the Disciplines," which will bring social and
computer scientists together to discuss annotation science.
For three years, Dr. Shulman served on the Program Committee for the NSF's
National Conference on Digital Government Research (dg.o). He was the dg.o 2006
Workshop and Tutorial Chair and also the Chair of the inaugural Digital
Government Society Election Committee. Dr. Shulman has reviewed individual NSF
proposals from multiple cross-cutting divisions and sat on a NSF proposal
review panel.
In May 2006, Dr. Shulman was named as the next Editor for the international
Journal of E-Government. He was the 2004-2005 President of the American
Political Science Association's organized section on Information Technology &
Politics and he is the current editor of the section newsletter, The ITP News.
Stu is a former Oregon Tilth certified organic farmer who teaches courses on
American national government, environmental policy, sprawl, information
technology, digital citizenship and governance, service-learning, and film and
politics.
Starting with Volume 4, he will be editing the Journal of E-Government with a
re-formulated editorial board and possibly a new title reflecting a turn toward
a broader range of scholarship at the intersection of information technology
and politics. This is an ongoing and deliberative process. It will incorporate
input from a range of disciplinary and interdisciplinary scholar and
practitioner communities over the summer of 2006.

years encouraging community groups and activists to use the internet to
communicate with each other and their members/clients. I currently work
for Advice NI www.adviceni.net Part of my work includes an
e-consultation project www.adviceni.net/econsultation/default.asp where
we run e-consultations on issues that affect those seeking advice. We
began by targeting advisers, then we targeted advisers and those
affected by government policy decisions and in our most recent
e-consultation we invited a government representative to respond to
online questions. To date it has been a great learning process - one
where we've taken a step at a time.

My name is Joe Goldman and I work for a nonprofit called AmericaSpeaks
(www.americaspeaks.org). I
have managing large-scale public engagement programs for the past eight years,
including involving
thousands of citizens in developing Washington, DC's budget priorities,
redeveloping Ground Zero
after 9/11, developing regional plans for greater Chicago, Cincinatti, etc,
etc.
Most of my work is focused on using technology to support large scale,
face-to-face citizen
deliberation, but I have done some work with online deliberation. Right now,
I'm directing a
program to engage more than 20,000 people across Northeast Ohio in revitalizing
the regional
economy. We just launched an online "Choicebook" to get feedback on policy
options for

I am Malou Tiquia from the Philippines. I have been involved in building
online communities (since 1998) and the use of the medium for politics. I
am the founder of a lobbying and political management firm in the country
known as Publicus Co. Ltd.
The Philippine Congress is physically separated from each other. They are
25 kms away from each other. Because of this, we decided in 1997 to build a
one common site for the Philippine Congress online (philcongress.com). We
advocated for the Congress to be online and hence, today we have the
congress.gov.ph and the senate.gov.ph sites.
My interest with online communities started when I worked for the US Capitol
as a Congressional Fellow (1991-1992). I was also a Pforzhiemer Fellow of
the National Civic League in 2001. I have worked in the Philippine
Government for 15 years and have served the House and the Senate for some
considerable length of time.
Presently, I am involved with an effort of putting together an eOversight
portal for the use of the Philippine Congress as a feedback mechanism for
citizens to send information, reactions, positions, etc. to their elected
representatives and senators.

My name is Jos Mara Moreno Jimnez, I am chair of the Zaragoza Multicriteria
Decision Making Group (http://gdmz.unizar.es). This is a research group from
the University of Zaragoza, which is working on the application of different
multicriteria tools (techniques and software) for public decision making
problems related with the governance of society.
At the moment, we are working with the Zaragoza City Council
(http://cmisapp.zaragoza.es/ciudad/presupuestos-participativos/) on our second
e-participatory budget project (the first took place in 2005). This experiment
is part of a more ambitious project entitled E-cognocracy in Local Public
Administration, where the new democratic system known as e-cognocracy is
applied to different public decision making problems.
E-cognocracy is a cognitive democracy that combines both representative and
participative democracy with two main objectives: (i) to overcome some of the
problems associated with the traditional democratic system (participation,
transparency and control) and (ii) to extract and socially share knowledge
related with the scientific resolution of high complexity problems associated
with the governance of society.
We are currently involved in a number of ongoing research projects related to
this new democratic system:
1. Electronic Government. Internet-based Complex Decision Making: e-democracy
and e-cognocracy (Ref. PM2004-052), financed by the Government of Aragn, Spain.
2. Decisional tools for e-cognocracy (Ref. TSI2005-02511), financed by the
Spanish Ministry of Education.
3. Immigrant integration in the Knowledge Society (Ref. OTRI2005/0568),
financed by the Zaragoza Knowledge Society Foundation.
4. E-cognocracy in the Local Public Administration (Ref. OTRI2006-0370),
financed by the Zaragoza City Council. Spain.

federal government department responsible for helping the people of Canada
maintain and improve their health. The department employs some 8000

My name is Shawn McIntosh, and I am a lecturer in strategic
communications at Columbia University. I worked as a journalist and
editor several years in Tokyo and London and have been involved in new
media journalism since the late 90s. I'm currently working on my
dissertation about Wikinews and examining how information and cultural
production organizations function according to non-market, participatory
democratic principles. I started exploring this area from the realm of
democratic theory, but have found myself drilling to more micro levels
of organizational discourses and practices in order to better answer the
questions I'm asking.
Despite my "peripheral" research interests (in comparison to this group)
in media studies, I find a lot of interesting parallels between
e-democracy initiatives and collaborative media organizations and I hope
my findings can help e-democracy projects in giving a better sense of
the role of information, specifically news, and cultural production play
in not only informing citizens, but in helping them become active
participants in issues and not just passive recipients of news and
information.

Berlin-based non-profit organization, focusing on online discourses. At
the moment I'm mostly spending my time on researching crossmedia
approaches to public participation.
Until the end of 2005, I was Civic Engagement and Technology Advisor
for PlaceMatters, a program of the Orton Family Foundation, working to
promote high performance approaches to citizen collaboration, community
design and development. In my daily work with PlaceMatters, I consulted
communities about and developed a broad range of technical and
non-technical solutions for community design and decision-making. Over
the past few years, I have worked on a variety of projects, creating
integrated processes that combine emeetings, online feedback and
collaboration tools, webmapping, 3D visualizations and impact analysis
tools.

I am Laura Sommer and work in the E-government Strategy & Policy team of the
State Services Commission. One of my projects is online participation - how
can e-government improve the opportunity for public and businesses to
participate with government?
This project has been going for a couple of years now and has involved scoping
the environment, barriers and enablers to participation. I encourage you to
read the paper that was published entitled Participation: the Context on our

Over the 2 years, I have had the privilege to meet many people who are active
in this area. This has also included attendance at the Engaging Communities
conference in Brisbane last year plus a very recent visit to London and the
e-Participation conference in Budapest.
The project has had a fairly low profile to date and is about to raise its head
as we encourage people to contribute to the next phase of work.
We are about to develop a framework for online participation that will apply
across the NZ State Services. To do this, I will be encouraging participation
from the community of practice that has been established over time, since it
makes sense to put participation into practice!
The framework aims to:
define how online participation aligns with the Development Goals for the
State Services and the Digital Strategy
provide a collaborative and consistent approach to developing and implementing
online participation across government
determine what are the underlying principles required to support online
participation
inform the way government implements online participation
determine what online methods and tools can help people to engage with
government
define what evaluation is needed to monitor and assess the value of online
participation

My name is Lizzy Tait, I am a PhD student at the Robert Gordon
University in Aberdeen (Scotland) researching the use of online
consultations in Scottish Local Authorities. I am currently conducting
interviews with representatives from the 32 Scottish Local Authorities
to find out whether or not they are currently using online consultations
and how successful/unsuccessful they have found the initiatives. I am
also trying to find out reasons for not using online consultations
(whether it is technical limitations, organisational barriers, cultural
issues etc) to determine whether there are some circumstances that using
electronic consultation is not appropriate.
I am also interested in finding out about best practice examples from
around the world and so am hoping to find out about interesting
initiatives from this group. If anyone would like to know more about my
research please get in touch.

I'm a lecturer in Information Systems at Queen's University Belfast. I
got involved with e-democracy when I put a demonstration of the
preferendum (www.deborda.org) on the WWW in 1997. I first met Stephen
Clift at a conference in Vienna that year.
When devolution came to Northern Ireland, many public bodies were forced
to consult for the first time. At one stage, 120 bodies had sent out
long consultation documents to the same few hundred community and
voluntary groups, expecting long letters back in the same 8 weeks. So we
set up the E-consultation Study Group, bringing together people from
both sectors to explore ways of reducing consultation fatigue.
I'm now just finishing a cross-border e-consultation research project,
working with academics in the Republic of Ireland

http://www.e-consultation.org/files/ecrp_report.pdf . Eventually we hope
to produce a shorter guide for practitioners.
Apart from that, I've worked in Mozambique and an Appropriate Technology
Centre in Kenya, studied why companies went bust in Mauritius, critical
thinking in e-learning, and the usability of on-line legal databases for
planning in South Holland.

A lurker from downunder saying hi.
I am a member of the community engagement team at Brisbane City Council
in Australia. I have been with BCC for two years prior to that I was
with Sport Bay of Plenty in Tauranga New Zealand acting in a role where
we were advocates on behalf of the community to local government.
I am currently reviewing our existing online engagement toolset and
have been merrily chasing after the links that people have been putting
their posts. As part of my review I am looking to come up with a picture
of where we would like to be in 3/4 years time and outlining some staged
approach to this. I have been looking at what others are currently doing
and are coming up with a bit of a wish list in regards to tools and also
an overall approach to eDemocracy.
At a basic level we are looking to upgrade our online survey tools and
discussion forum. Our current tools were built in-house in 1999 and
while we may go this course again I am also looking for external
providers with packages that are able to be reskinned.

Invision

which they seem to be happy with. For online surveys we are looking at
the survey tool from Zoomerang http://www.zoomerang.com/login/index.zgi
as a possibility. The Delib survey tool looks interesting but doesn't
appear to be available as a stand alone element. We are interested in
the inform/teach as you go type of survey set up. I recall seeing a UK
local council having a youth targeted survey that had the questions as
separate pages and you could select from a couple of icons on the page
and one gave a pop up of the bear bones facts/issues whereas the other
gave you more details.
If you have any recommendations I would be happy to hear them.

This is Steve Magruder from Louisville, Kentucky. Greetings everyone!
I am working on what might be called a "level 1" e-participation project,
basically a community discussion board (plus). It is not currently connected
to government, although the board has a forum to discuss metro government. It
also isn't officially connected to any community organizations as of yet, but
I'm working on that -- I've piqued the interest of a local history organization
and a local affairs program.
Anyway, the board is called Louisville History & Issues, and it can be found at
http://www.historyandissues.org
I started it a month ago, and I've gotten about 20 individuals to register as
members (called "citizens"), and that's pretty good given the extensive
political apathy I've had to work against. :)
I started this board basically because Louisville did not have an online place
for the serious discussion of local history and current issues.
Being a web programmer, I am naturally developing the software for the board,
which is a highly changed branch of phpBB. The base product just wasn't
sufficient for quality community discussion, IMHO, so I've been redeveloping it
in that direction.
By the way, I'm very open to having the board reviewed and critiqued. It's
difficult by nature to get people in my area to be very straightforward with me
for various reasons. But everyone here is disconnected enough to tell me the
truth. I can handle it. My skin is thick.
Feel free to register on the board even if you don't live in or hail from
Louisville. It would great to have several observers from afar monitoring what
we're doing and continuously offering sage advice.
Anyway, I don't want to hog all the talk space, so I'll cut it off here. But
if anyone has any questions or comments, please don't hesitate to contact me.
Oh, I forgot to mention my minor claim to fame in the e-democracy community.

researcher. Cofounder and head of the Centre for Electronic Democracy at the
Institute of Ecology, Ljubljana (Slovenia) since 2002. Editor of the
